CHARLOTTE, N.C. — A rezoning that would place an outdoor advertising sign on vacant land near Harrisburg Road and Interstate 485 is splitting neighbors in the Northlake area as the Charlotte City Council Zoning Committee prepares to work the petition Wednesday evening.
Sam’s Mart LLC wants the city to rezone roughly 7.6 acres on the west side of I-485 between Windtree Lane and Robinwood Drive, changing Neighborhood 1-A zoning to a conditional Manufacturing and Logistics district limited to one outdoor advertising sign. The address on the staff file is 10432 Harrisburg Road.
City planning staff do not recommend approval. They say the request is out of step with the East Middle and Outer Area Plan. District 5 Councilor JD Mazuera Arias said the filing also fails to line up with the city’s planning policies.
The site plan would disturb only the ground around the sign and its drive and keep about 6.49 acres of the roughly 7.6-acre tract as tree save. Mazuera Arias said that canopy pledge is unusually large for a rezoning, even as he repeats staff’s denial advice.
Some nearby residents worry a lighted board would cut property values and interrupt sleep. Francisco Avelo, who lives close by, said highway noise already dominates and he does not expect a roadside sign to change much for him.
A community meeting on June 11 drew 10 people. The public hearing was Oct. 19. Staff also note a promised 400-foot buffer from adjoining Neighborhood 1 or Neighborhood 2 place types, and a ban on every other Manufacturing and Logistics use besides the sign.
The Zoning Committee work session is set for 5:30 p.m. Wednesday. A yes vote would still need full council action before any board could rise along the interstate.
